AfriForum has officially joined the legal battle against the City of Cape Town’s controversial tariff system, which links fixed charges for water, sanitation, and city cleaning to property valuations. The organisation argues that this approach violates the Municipal Property Rates Act and lacks the necessary by-laws to be lawful. AfriForum is requesting its case be heard alongside the South African Property Owners Association (Sapoa) on 17–18 September.
The Cape Town Collective Ratepayers’ Association, representing 57 local groups, has also voiced support for the challenge, citing the disproportionate impact on middle-class homeowners. Mayor Geordin Hill-Lewis defends the system as a fair way to fund services and protect the poor, but critics say it unfairly burdens residents and lacks legal grounding.
